The library was first inaugurated in 2012, and occupies a five-storey building, dedicated to literature, the arts, community integration and the interconnection of local, contemporary and classical culture.

It was developed by the Secretaria de Estado de Cultura (Secreteriat of State for Culture) and is run by the Instituto de Desenvolvimento e Gestão (IDG) (Institute for Development and Management).
