it is reported that archer oversaw the planting of over 61,000 seedlings 12 years after his appointment, although modern estimates put that figure at 72,000.  

in a report, archer emphasized the environmental and scientific importance of the rainforest, and urged the government to create a number of institutes in order to protect the endangered species of wildlife and plants. 

it was not only the tress and vegetation that were being replaced -  in fact,  public access to tijuca was improved, and a number of buildings and facilities, including aged houses and the mayrink chapel, were also renovated.
