the second part of the process includes Bringing the form, receipt of payment, two recent color photographs (sized 3x4 cm), a passport with a valid Brazilian visa and entry form (received at arrival into brazil) to the closest Federal Police (Polícia Federal) office.

before heading to the federal police offices, a time must be scheduled, as applicants are received by appointment only.  

a time and date can easily be requested by filling out the form 'Registro Nacional de Estrangeiro, Agendamento de Estrangeiro' on this page as provided by the federal police's website - this form should also be printed on paper and kept with the gru form.
