work visas are physically issued by the consular post of the applicant's country of legal residence under the authority of the ministério das relações exteriores, the brazilian ministry of foreign affairs. 

A variety of criteria must be met including having a proper employment contract, having the requisite work and/or educational experience, sufficient funds, and a medical examination.
