the civil police is the division that acts after the occurrence of a crime, to investigate and gather evidence for an eventual arrest - contrary to most other police corps, they do not use uniforms most of the time since their investigative work generally requires that they do not be percieved as policemen.

however, they use uniforms when they need to execute an arrest, not to generate panic when the people see a group of armed men surrounding a building - they have state jurisdiction, and are normally the ones to investigate crimes commited by civilian personnel.
