no matter what size, location, or urbanization level they may have, all favelas have historically carried a stigma for their residents that results in many people not having the same upward social mobility as other cariocasfrom 'asphalled ' neighborhoods.

therefore, along with actual infrastructural redevelopment, this issue is now being openly addressed - city officials are actively trying to reclassify several favelas as proper neighborhoods, called 'bairros' by both significantly improving the services inside these area and establishing cultural and business integration in the rest of the metropolis.
