while in office, former brazilian president luiz inácio lula da silva played an integral role in the development of a program aimed at stimulating tourism in rio's pacified communities, starting in santa marta.  in 2010 the minister of tourism endorsed favela tours with great enthusiasm, implementing projeto top tour - city officials recognize that as the upp (pacifying police) is changing rio, rio's tourism is changing with it. yet, some critics argue that the economic benefits does not justify the ethical questions associated with the touring of underdeveloped neighborhoods for entertainment purposes alone.

we believe the meaning of favela visits depends on the spirit and intentions, and the way visitors interact with the communities.
