some of its objectives are definition of urban parameters and building standards in the area, limiting improper occupation of the islands, creation of public parks and spaces, establishment of compatibility between real estate and environmental protection, and regulation of commercial activities in the region.  

the law behind it prohibits further construction until these urban parameters have been clarified unless it is part of a public urbanization project, maintaining infrastructure or otherwise condoned by the government.
