the bpe functions both a library and as a cultural centre - the multipurpose library park offers the public a place to read, private spaces to view films, a children's library, two sound recording studios, a theatre, an auditorium, 250 computers with free internet and rooms for education including a continuing education program for librarians. 

in addition the institution offers relaxation rooms, gardens, a cafeteria, restaurant and a shop - it is the head library of a network of similar multi-functional public libraries that have been built in rio de janeiro state in the last few years in manguinhos, niterói and rochina.
