This work describes the general characteristics of the neighborhood, as well as the conceptual framework and the premises adopted for the plan, formed of three core elements: community participation and social inclusion; short and medium term phases of intervention; and sustainability in the stages of implementation and evaluation.

The work highlights a strategy to be adopted to begin the process - a case study located in a test area, implemented as a short-term initiative, to afterwards be applied to the whole community.
