passengers should double check that the meter is firstly on and secondly that it has been reset properly, unless driving in a taxi with a pre-agreed fee, the meter should always be on, if not the driver can be asked to turn it on.

checking with the driver to see beforehand if they are aware of the location of one's destination is advised - if they seem unaware of the place, it is best to get another taxi.
