the importance of these groups has grown so much that on 05/01/2003 and after two years of organizing, all blocos de embalo from all over rio, both the city and the state, joined forces creating the  liga independente dos blocos de embalo do estado do rio de janeiro - liberj.

among the many groups that are part of this association are also some afro blocks, including the casa de cultura e afoxé estrela d'oyá, and the associação cultural recreativa afoxé filhos de gandhi, blurring the lines between types of blocos in rio de janeiro.

the purpose of this association is preserving the carnaval popular of avenida rio branco, the famous downtown parade, and continuing the presence of blocos de embalo, and achieving collective and legal representation for financial and organizing purposes.
