The decree is destined to give value and recognition to urban art and its creators - It looks to bridge the meaning and characteristics of this artistic representation and the views and opinions of those sectors in the community that may still be uncomfortable with it. 

Between the months of june and july Rio de Janeiro celebrates the creativity of the most modern digital creators of our era -  Electronic Language International Festival - FILE, is a non-profit cultural organization that has been promoting exhibitions, workshops and gatherings that investigate the appropriations of the technologic media in artistic accomplishments.

Digital art has not only grown to be one of the most innovative art forms, as it encourages imagination and technological advances to go with it, and, holstered in brilliant minds from all over the world, the visual and kinetic experiences presented in this festival open the gates for new ways of thinking and living art.
