pac is aimed at the better and safer distribution of energy and water, public transportation, the paving of all roads and their integration with major rail and water transportation hubs, the implementation of educational programs in the areas of culture, safety, and health, and the construction and improvement of public or assisted housing.  

one of the most visible projects completed by the pac in rio's favelas was the teleférico in the complexo do alemão, a 3.5 km (2.2 miles) cable car built to carry 10 passengers in each cabin, with 6 stations, 152 gondolas, and currently serving 30,000 passengers per day.

most local city and state programs operate in conjunction with or under the umbrella of the pac.
