This work describes the general characteristics of the neighborhood, as well as the conceptual framework and the premises adopted for the plan, formed of three core elements - community participation and social inclusion, short and medium term phases of intervention, and sustainability in the stages of implementation and evaluation.

The work highlights a strategy to be adopted to begin the process - a case study located in a test area, implemented as a short-term initiative, to afterwards be applied to the whole community.

Presented by the Universidade Federal Fluminense, the study Desafios no processo de urbanização de grandes favelas: O caso da Rocinha, na cidade do Rio de Janeiro -  Challenges in the urbanization process of the big favelas: The case of Rocinha, in the city of Rio de Janeiro, by Gerônimo Leitão describes, briefly, the structural process of rocinha, one of the biggest favela of Rio de Janeiro and located in the south area of the city, focusing on the several stages of evolution of the community's urban occupation.
