Other important factors are also examined, such as the absence of basic infrastructure in Rocinha and the impacts of this absence on the urban environment.

Finally, an analysis is made of the challenges faced in the urbanization programs of the largest favelas, starting with the project being implemented by the federal government in association with the government of the state of Rio de Janeiro, as part of the group of interventions named Plan for the Acceleration of Growth pac  (Programa de Aceleração do Crescimento - pac).
