partially inspired and funded by rio's new economic prosperity, the 'choque de ordem' program is a city hall's campaign aimed at cleaning and improving safety in rio de janeiro. this law enforcement policy is particularly evident in lapa where increased police presence addresses issues such as unauthorized vendors, illegally parked cars, loitering, drug usage, disturbances, and generally illegal street behavior.  also very evident in lapa is the successful enforcement of the 'operação lei seca' (dry law) addressing drunk driving through several and stringent controls in many parts of the district.
