Firstly, the communities of the city were classified as either urbanized or non-urbanized. Secondly, the non-urbanized communities, the focus of the program, were classified according to size and degree of urbanization.

There are four categories a) Small settlements; b) Settlements with between 100 and 500 households; c) Settlements with more than 500 Partly Urbanized households; d) Settlements with more than 500 Non-Urbanized Households. There are also communities in which urbanization is still under analysis.
