The UPP are a public action combat unit, implemented as part of a 2008 government policy to contest and dismantle the organized drug trafficking cartels in favelas around the city. It is a joint initiative of municipal, state and federal governments.

The areas determined for police pacification had high levels of poverty, poor quality infrastructure, low average education levels and high levels of armed and organized criminal activity.
