The big question driving urban planners, cultural heritage officials, historians, architects and everyone connected to the city's memory, is exactly what should be preserved.

Cities are not static, they are fascinatingly dynamic, constructing/destroying, reconstructing/deconstructing - The aim of this work is to show, through photographs, and other documents belonging to the archive collection of the city, Rio de Janeiro during the period in which it was federal capital, emphasizing the principal urban interventions conducted by public powers and the transformations that real estate speculations imposed upon the physiognomy of the city.

Present-day observers will then be able to use this information to form their own judgments, arriving at their own conclusions about the efficacy of these reforms.
