buarque stated that as a humanist, the idea of internationalizing the amazon due to its universal importance, only makes sense if it is shared equally amongst all things important to humanity, such as oil reserves, museums, and certain cities, such as nyc, with massive international traffic. 

as pointed out in buarque's speech, the internationalization of the amazon also brings with it a larger debate of sovereign rights versus world patrimony - with such vast possibilities for the advancement of medicine and health, it is clear why world leaders are bringing the discussion to the forefront of the international stage with such frequency -  yet in a world where the demand for energy resources is constantly rising, and concern over climate change grows, brazil's territorial stance in protecting and restricting access to their greatest national treasure is more than understandable.
