at a glance

ultimately, the city is planning to remove the denomination of 'favela' from the areas that are being urbanized.  although there is some disagreement between residents and city officials regarding the level of improvements necessary for a district not to be called a 'favela,' progress is being made.

additional results of effective urbanization are proper mail service, issurance of deeds of ownerships to local residents and business owners, fiscalization and more control over local commercial activities, and proper billing and regularization of (often) illegal electric, television, and communication connections.
