One of the institution's greatest achievements is the development of the Conselhos Comunitários de Segurança (CCS) (Community Security Councils), to facilitate and encourage the exchange of civil society's experiences, opinions and demands on issues related to public security. These councils promote and consolidate participatory democracy in the state, uniting the community and police in efforts to reduce violence.

In partnership with educational institutions, ISP runs courses for law enforcement officials and offers consultations to public agencies, private companies and civil society.

The Fórum Brasileiro de Segurança Pública (Brazilian Forum on Public Security) is a non-governmental organization whose main goal is to promote the exchange of information in order to improve police activity and public security management and to address a lack of concerted evaluation of police practices and security policies.
