formerly known as UPP Social, The Rio + Social program coordinates, monitors and integrates the actions and public services in the municipality under the Pacifying Police Units.

Rio + Social has three main objectives - contributing to the consolidation of the peace process and the promotion of local citizenship in pacified territories;  promoting urban, social and economic development in the territories; and carrying out the full integration of these areas to the whole city.

while The program was taken over by the Municipal Government in 2011, the historical investment of City Hall in pacified areas began in 2009, a few days after the creation of the first UPP in Santa Marta, in the second half of December 2008 - Between 2009 and April 2015, the City Government allocated R $ 2.2 billion investment to these communities.
