The Distrito Federal used its team of qualified engineers and architects and the creation of project PA 2990 was undertaken by the town planning engineer José de Oliveira Reis. The plan, in the middle of the 1940's, was to create a solely residential district, isolated and closed to through traffic, protecting the last agricultural land plot in copacabana. The purpose of this study is to establish, by means of a qualitative survey among residents, with sampling segmented by area, by age group and morphological analysis, any relationships between the area's physical characteristics and the consolidation of neighborhood bonds and interactions.

Relations received a blow, as individual transportation was chosen by society and the municipality as the main mode of locomotion. The Bairro was split in the middle by Rua Figueiredo de Magalhães and it lost its character, becoming a thoroughfare which caused irreparable social fragmentation - This access route to the Botafogo district received investments which stimulated individual transportation and changed the district road hierarchy, introducing an arterial road that replicated the urban planning and design paradigms of the 20th century.
