The Copacabana moralization and sanitation campaign was responded to immediately by Tribuna da Imprensa, through the publication of police corruption allegations and articles purporting the involvement of the Bureau of Customs and Public Entertainment with illegal practices.

The strategy adopted by Carlos Lacerda, founder and owner of Tribuna da Imprensa and staunch opponent of president Getúlio Vargas, was to present stories that would link the government, and particularly the president, Getúlio Vargas, with the expansion of corruption.
