the analysis of empirical data allows for an assessment of the dilemmas, limits and potentialities of the UPP program, and grounds a reflection on its reach in terms of assuring citizenship rights not only in favelas ostensibly occupied by UPPs but in the metropolis at large. The authors ultimately find that the UPP bears important fruits for improving the conditions of favelas and improving security around the city. Reportedly, residents of favelas occupied by the UPP feel that these specialty police have shown marked differences from traditional police and that in many instances 'pacification' to residents refers at least in part to a pacification of police methodology.

The hope amongst inhabitants and the authors is that this new form of policing, guided by respect for the rights of residents, will be upheld and universalized.  the authors find that in order to ensure the UPPs continuity and success, transparency and dialogue will be necessary.arrow-back      arrow-forward
