Present by fundação oswaldo cruz, the study A Contratualização no Âmbito da Gestão Pública em Saúde: a Experiência da Área de Planejamento 4 do município do Rio de Janeiro - Contracting in Public Management in Saúde: the Experience of Planning Area 4 in the Rio de Janeiro municipality, by Leonardo de Oliveira El-Warrak, aims of to discuss the contracting process in planning area four of the Rio de Janeiro municipality, using Carlos Matus's Macro-organization Theory and some theoretical currents in Economics, in order to analyze the viability of its application in the public health management sector. A bibliographic review of the main points associated with the theme was undertaken, such as the Public Administration paradigm shift, State Reform and Contracting-out, identifying critical factors that corrupted this process, through reports from engaged actors and documental analysis. The results show that this innovating change in the structure and governance of health services (introducing accountability, efficiency and negotiation) was not sufficient to modify local Public Health sector management.
