According to the Plan, the only credible way to tackle the uncontrolled growth of the favelas was to remove them entirely - favela populations were presented as 'nomadic' and 'unhygienic'.

Contained within, was a plan to produce affordable and healthy housing complexes for existing favela populations to relocate to - but The Revolution of 1930 resulted in this plan being shelved.

at the same time, The nation was firmly positioned in a phase of democracy, meaning that residents of favelas were able to vote and that the government had to be more wary in its development of policies, as to fairly and positively include all sectors of society.
