The methodology developed by the program seems to reflect the city's urbanism model  based on concepts of strategic planning, while it also  founded on a methodology of urbanization that was created during the setting of favelas in the city.

The objective of the study is a comparative analysis of the prior urbanization programs and showing the relations between the urbanism model adopted by the municipal administration and the 'Favela-Bairro Program' aiming to understand how  the concepts used in the implementation of the urban projects in the city (in the context  of the strategic model) have influenced the urbanization programs in these communities.
