This paper addresses the characterization of the territory of the Complexo do Jacarezinho, defined as a set of poor and confined communities between the neighborhoods of Jacaré and Jacarezinho. It consolidates and modifies important information regarding the history, location, surroundings, legislation, and physical, urban and socio-economic characterization of the area.

The principal objective of this work is to, by updating and adding to the Diagnóstico Social Prévio da EMOP, support the development of the Projeto de Melhorias Urbanas e Habitacionais para o Complexo do Jacarezinho (Project for the improved urban areas and housing in the Complexo do Jacarezinho), to be developed and executed through Programa PAC 2, created by the Federal Government, in order to enable socio-economic and physical-spatial development in the Complex.
