When urban policy becomes a policy of meanings, by Leticia de Luna Freire is based on fieldwork done in Acari, Rio de Janeiro. It describes the appropriation and classification of the space by its inhabitants, focusing on the effects of the Favela-Bairro (favela-to-neighborhood) Project. Since this project intends to transform favelas into popular neighborhoods through interventions in public space and education, investigating the different senses of the terms 'favela' and 'neighborhood' among inhabitants and agents of public power is central to understanding processes of urban intervention.
