After the defining event of the military occupation of the German Complex, through the installation, by the State Government, of the Unidade de Policia Pacificadora (UPP), a climate of peace and security for local people and tourists of the Shrine was established. Presented by the  Empresa de Obras Públicas do Estado do Rio de Janeiro - EMOP, the study História do Bairro da Penha e Olaria - History of the neighborhoods of Penha and Olaria considers the characterization of the territory of the Complexo da Penha, defined as a set of poor and confined communities between the neighborhoods of Penha, Olaria and Penha Circular, presenting and consolidating important information regarding the history, location, surroundings, and physical, urban and socio-economic characterization of the area. The principal objective of this work is to support the acquisition of funds for new investments in the communities which make up the Complexo da Penha, to enable their socio-economic and physical-spatial development.
