Rezende, is the result of a study entitled 'The study and analysis of the impacts of the process of urbanization in the cases of Barra da Tijuca and Baixada de Jacarepaguá in the municipal of Rio de Janeiro', coordinated by the author and Gerônimo Leitão, who collected material, the pilot plan, publications, official documents and the opinions of the architect Lúcio Costa.

In 1969, the architect Lúcio Costa was invited by the Governo do Estado da Guanabara (Guanabara State Government) to prepare a plan for the natural expansion of the city of Rio de Janeiro, which would be dangerously congested by the construction of access roads connecting to the South Zone, the area of the highest value in the city - It was an attempt, according to official sources, to preempt the inevitable process of over-occupation, defining construction parameters which, apart from protecting the unique properties of the region, would prevent a repeat of what had happened to other neighborhoods on the seafront.
