luiz rafael viera souto was a director working for the city hall, and a professor of political economy at the polytechnic school of rio de janeiro's federal university - the great engineer, who was born in 1849,  performed several great deeds for the city, and was director of the commission for the construction of the port of rio de janeiro.

nowadays avenida vieira souto is where the most expensive and luxurious homes along the avenue are located, along with sophisticated hotels and inns, leisure and entertainment options, bars and shops, including the galeria river, a small shopping mall specializing in swim, diving, and surfing gear.
